Mr. Heiland graduated from Shippensburg University in 1994 with a Bachelor of Science in Business Administration degree and a major in real estate. After graduating, Mr. Heiland began his appraisal career working for Ratcliffe, Cali, Duffy, Hughes & Company in Philadelphia. In May 1996, Mr. Heiland moved back to his home town of York, Pennsylvania and took a position with Weinstein Realty Advisors. Here much of his focus was on appraisals for properties under tax assessment appeal; however, appraisals for many other reasons were also completed. Mid-Atlantic Valuation Group, Inc. specializes in complex commercial appraisal and consulting assignments. Litigation support is also a focus. Mr. Heiland is licensed in Pennsylvania, Maryland, Virginia, Delaware and The District of Columbia. He has inactive licenses in New Jersey and Ohio. He has provided expert witness testimony at tax assessment appeal hearings in many Pennsylvania counties including Adams County, Bedford County, Berks County, Bradford County, Bucks County, Butler County, Cambria County, Carbon County, Centre County, Chester County, Clearfield County, Clinton County, Columbia County, Cumberland County, Dauphin County, Delaware County, Erie County, Huntingdon County, Fayette County, Franklin County, Lackawanna County, Lancaster County, Lebanon County, Lehigh County, Luzerne County, McKean County, Mercer County, Monroe County, Montgomery County, Northumberland County, Schuylkill County, Snyder County, Tioga County, Washington County, Wayne County, Westmoreland County, Wyoming County and York County. He has given testimony in the Pennsylvania Court of Common Pleas in Allegheny, Berks, Clearfield, Lebanon, Schuylkill and Snyder Counties and in the United States Bankruptcy Court, Middle District of Pennsylvania. He has also testified at board of view hearings in York County, Pennsylvania. Mr. Heiland was awarded the MAI designation in January 2004 and served as President of the Central Pennsylvania Chapter of the Appraisal Institute in 2009. Mr. Heiland has previously served as Secretary and as a director of the board of directors for the Central Pennsylvania Chapter of the Appraisal Institute. He volunteers as a national experience screener with the Appraisal Institute and is an affiliate member of the Institute for Professionals in Taxation (IPT). Mr. Heiland has also served as the Chairman of the Stewardship Committee of St. Paul's Chapel United Methodist Church in Red Lion, Pennsylvania. Click
